I found this research program, and it looks promising, but it also seems kind of like a scam. I've also had issues communicating with the program. What does everyone think?

The original decision date was April 10th. They pushed it back to April 14th. Now they said that they are making additional offers over the following weeks but I still haven't heard anything. Does anyone know what's going on?
