In the states where drivers’ ed is not required for minors, how do minors learn how to drive before getting their learners’ permits/drivers’ licenses (United States)?

So in 32 states, drivers’ ed is required for all teens under 18 that wish to learn how to drive before they can get their learners‘ permits and eventually their drivers’ licenses. But in the other 18 states, how does the process of getting your permit/drivers’ license work?

Should I hang out or try to hang out with this sophomore guy outside of school or not?

So I am a senior and there is this sophomore guy that I met a few months ago. I met him when he invited me over to his lunch table which I was happy to be since I’m not very noticed or acknowledged at my school in general. Anyway, I got to know him and learn about him and his personality is so admirable/great (he’s an outgoing, very socially confident, friendly and tuff guy). I’ve been back regularly to eat lunch with him since and we follow each other on IG and communicate there frequently. Anyways, I really admire his personalty and I’ve even given him the nickname Mr. Tuff, which he seems to like. I am wondering what other people here think about me trying to hang out with him outside of school.

Why do most high schools not allow sophomores with their license to park on-campus and restrict parking passes/spots to juniors and seniors when most students turn 16 during their sophomore year?

So I am 18 and have been learning to drive/practiced driving for a while now (I think I got my permit when I was 16). As a result of all this practice and me wanting more independence, I decided to book a road test to once and for all get my license. However when the instructor finally called me for my road test, I was feeling really nervous and my body was full of anxiety (I have dyspraxia and type 1 autism. I think this is what caused me to make driving mistakes (I wasn’t looking over my shoulder enough when backing out of the parking spot and I didn’t stop at a crosswalk) as well as that I was at first confused about what the instructor was asking me to do. I was feeling disappointed by how my performance ended up going especially since I would’ve gotten my full license if I had passed (not just my restricted license) since I am 18. Does anyone here (16+) have any advice for me to make it more likely that I pass my road test on my next attempt (I live in NC)?
