Has any one Associate been refused/denied time off request due to the following excuse...'Does not meet Business Requirements" as a reason for denial.

I contacted HR and referred me to SOP which states too many people off schedule. So now I have requested the following week. Still pending. I need this time for an appointment. Guess if still not approved I'll have to use sick time.
