I understand the whole thing supposed to be a contrast to Harvey being the White Knight while Batman is The Dark Knight, but there was no reason for Batman to take the fall. It literally could have been anybody, heck, even a mystery man that no one knows of. I get that everybody needed to believe in the hope that Harvey Dent instilled, but Batman still gives hope. He's the one who instilled hope in Harvey and by making them blame him, he got rid of that hope that he instilled in people.
