When does AP TF one-shot back waves with sorcery runes, and what would those runes/build be?

I am new to TF so I apologize. Just wanna know the following:

Which has better wave clear?

Which comes online faster?

Pros and cons of each.

This champ is the hardest champ I have ever played. He's just opposite of my playstyle but I like him a lot lol. I just have a few questions.

What is his playstyle? Are you really supposed to just chill in lane for the most part and make plays later? I played a Naafiri today who smoked me and kept pushing me in and doing more than me. Does she usually push you in as TF or do you do that to her? I just run out of mana so many times trying to keep up with poke and push. I know I have a blue card, but I am doing something wrong.

Help a fellow TF brother out lol.

I see a lot of Electrocute, First Strike, Comet, and Spellbook. What are the best runes and builds to take as a new mid laner and TF player? I usually played Top tanks or bot enchanters in the past.
