At launch, I played Clair Obscure: Expedition 33, and besides everything else, I especially loved the ability to build my characters. There were so many different ways to create a character using gear and skills. Now I am looking for a similar experience, a game where I can switch things up and experiment with powerful, possibly even broken builds. I am specifically looking for this kind of freedom and depth in character building, and the genre does not matter to me. I hope you know the kind of feeling I am looking for. Any recommendations?

Question is in the title.
Round 1: The race is through New York City with normal traffic. Distance: 10 km.
Round 2: Same race, but there are also 10 police cars chasing them, plus one helicopter.
Round 3: Same as Round 2, but without a race. They simply need to get away and lose the police. Who escapes first?
