Looking for some chef services/catering at home for a gathering of 15 people

My maternity leave ends next week, and I’m a bit confused about my company’s leave policy.
As per the policy, I can apply for additional leave under certain medical conditions, but it would be considered Loss of Pay and would need further approval from my reporting manager.
When I asked if I could use earned/paid leaves instead to extend my leave period, HR mentioned that the company follows an “open leave policy,” so earned leave balance doesn’t apply here.
What I don’t understand is — if the company has an open leave policy, why would extending leave automatically become Loss of Pay?
Has anyone dealt with a similar situation before? Any suggestions on how I should approach this discussion with HR/management?
Also I dont want to go for Loss of Pay in any case.
