Good afternoon,

After researching the law itself, reddit and Youtube I've yet to find an answer. If we buy an AR15 lower pre ban can we buy an AR15 upper post ban and assemble the firearm legally? I see the language it uses is very spotty. stating you cant "manufacture" or "sell" an AR15 post July 1st. It does NOT say "assemble". What's the answer here?

I'm trying to buy my first personal AR15 (active army stationed in DC, living in VA) and want to do a .300 blackout 10.5 build and an 5.56 14.5 P/W build. If I cant assemble post July 1st I'm just going with a single BCM 12.5 5.56 with PSA Sabre lower build to bridge the gap.

EDIT: After reading some of your replies I've decided on buying a couple lowers from PSA asap and building them into an "AW" configuration prior to July 1st while documenting they were built and operating prior to the ban! From my perspective It seems like it will be "illegal" to initially assemble an AR15 post July 1, there comes the argument of "how will they know" but 1. I'm not trying to play that game and 2. its 2026 they can easily look at order confirmations on email or credit card records if they care enough lol. Thanks, guys, for the info and the John Pierce article was very helpful (https://johnpierceesq.com/how-does-virginias-proposed-assault-weapons-ban-affect-stripped-lowers/).
