iPhone 6 iOS 12.5.8 HELP!

Help with Toshiba Tecra M4
Hi! I recently turned back on my Toshiba tecra m4 after it had a fatal hdd failure and I lost my data. I am looking to put windows back on it but when I go to bios or a different setting manager it starts to glitch like insanity! Is the ram bad or am I cooked!
