Can someone help me figure out how this valve works?

I've got this old Orbit electronic watering valve and lately I've been having an issue with water bypassing the valve when it should have been off. I thought this would just be a little ball valve with a motor, but instead it's some kind of diaphragm and I'm having trouble wrapping my head around how this thing ticks.

Here's what I do know:

- The mechanism is a solenoid that draws the plunger back about a 1/8" when water flow is commanded on, a spring within the magnet pushes the plunger back out when off.

- Not much pressure is required to depress the plunger against the spring.

- There does not appear to be any obstructions/debris interfering with operation.

- The rubber on the diaphragm appears to be in good shape with no evidence of damage.

What I'm trying to figure out with this is whether I'm looking at worn out components, or if I'm dealing with an external factor like high water pressure that's just forcing a bypass (test gauge shows about 65 psi).

I just picked up a used Bizhub C554e off Facebook Marketplace from a church. What I was told about this is that it originally came out of a UPS store. When you start it up it throws this "Insert Plug-in Counter" message, but that can be skipped by pressing the menu button. What is this message referring to, and if it's an optional piece of hardware, how can I disable the setting for it? And before anyone asks I can get into the Admin and Service screens.
