For context, I play both PvP and PvE (Legend), and I want a build that works well in both modes because for some reason both 2 new sets recommended for Tang Dao either only work in PvP (Armor set) or only work in PvE (weapon set)

1. What’s the best weapon set? I’m currently using Rainwhisper because the new set only works against bosses. However, Rainwhisper requires having a shield to reach its full potential. Is it still worth using if I don’t have a shield?
2. What’s the best armor set? Right now, I’m using the new set that gives damage reduction while under Tenacity, but the damage reduction seems too small to make a difference against Legend bosses. Also, crit/aff damage reduction doesn’t work on bosses. Because of that, I’m thinking about switching to Calmwater instead.
3. My Inner Way is focused more on PvP while still having effect in PvE. I currently use Frost-Clad Night, Morale Chant, Evasive Charge, and Fury Harvest. Is that fine, or do I need Throat-Piercing Art for more damage?
