With regards to the interrogative «À quelle heure...» is it grammatically correct to construct a sentence as:

À quelle heure + [verb] + [subject]

«À quelle heure commence la fête ?»

I'm just a little confused as I know there is three other ways to say such a sentence:

«La fête commence à quelle heure ?»

«À quelle heure est-ce que la fête commence ?»

«À quelle heure la fête commence-t-elle ?»

I've been struggling to find if the use of "Cette année" is appropriate for dates and how you would use them, for example:

"Elle est née le 5 mars..."

Is it appropriate to add "de cette année" or "cette année" to this sentence, or would you simply put the current year.
