Batman lives in the city now. He has his resources and wealth plus Wayne industries and he has his charisma as the playboy genius Bruce wayne. He has all his skills, intelligence, Arsenal, Vehicle's, Combat, and his moral code as batman.
I'm also gonna give him access to the bat buster(for extreme cases) and the hell bat suit(FOR VERY EXTREME CASES). Im also giving him the bat family (dick, jason, damien, kassandra, bat girl, batwoman, the signal, batwing, and alfred) So he doesn't get lonely.
Does he have a chance to change the city or just be an urban legend and make no change at all in the grand scheme of things.
P.S: if he breaks his moral code thats him losing
