Julius Fremont is a homicide detective diagnosed with bipolar operating out of Oakland, and obsessed with getting his job done by any means necessary while navigating politics of his department for more influence but fears that if he loses the favor of the Chief or the DA, his medical history and dishonorable actions could be weaponized to declare him unfit for duty.

His Conflict: Charles Vernon, a high-ranking lieutenant in an Oakland drug syndicate. It was the win that got Julius promoted to Detective. To get that conviction, Julius didn't plant evidence—he was more sophisticated. He leaked sensitive, classified information about a rival gang to Vernon, essentially using the police department's intelligence to "weaponize" a criminal against another, then swooped in to arrest Vernon when he had the chance.

Charles Vernon is being released on a technicality unrelated to Julius, and he has physical proof (a recorded conversation) of the deal Julius made. Vernon doesn't want money; he wants Julius to "manage" the police presence around a new drug shipment coming through the Port of Oakland. Julius decides to use his knowledge of department politics to frame Vernon for a new, even bigger crime—essentially trying to re-write his previous mistake.
