I’m trying to get some 18650 from used battery packages. They had visible water damage but few of them seems fine and I’ve tested them with few loops and they holding current and voltage. Now I planned to remove foil and change it with new one and slip soldering points. I have few questions.

1. Is this still safe to use them when closure seems damaged?
2. How remove rests of soil from top or should I drop to use cells with any mark of soil?
3. Can I slip top and bottom whenever cell is fully charged?
   I have some experience with batteries. I’m aware that causes risk and that’s why I want to get second opinion.
