What is this in my pipes?

Have been trying to jet/ chain snake/ clean a kitchen line for two days now. Finally found this where it appears that kitchen line ties into the main. To me it looks like rags which makes no sense. Going to try retriever cable tomorrow and see if I can pull it out. Wondering if y’all have any ideas.

Working with an inspector to try and design a leech field for a client with limited land availability. 2 bed rocky soil rental cabin. Inspector developed plan for a small wide bed that I don’t think will work. He asked my opinions. I was thinking dry well as an option. I know other states dump aeration systems direct to ground, but don’t think that could be approved here as none of the inspectors know enough to approve such a system. Thus the question. What’s the best way to discharge septic with limited land?
