e-challan on my CNIC for a car I don’t own - possible identity misuse?

I’ve run into a strange situation and could really use some guidance. I’m based in Islamabad
I received an e-challan at my family house in Karachi (we’ve never lived there permanently), but the issue is that it’s issued against my CNIC for a Land Cruiser that I do not own.
Details:
- PKR 15,000 fine (seatbelt violation)
- Vehicle is a Land Cruiser (not mine)
- Challan has my CNIC details
- Karachi address is outdated — CNIC has my Islamabad address ~5 years now. The reason I had the Karachi address earlier was because it was the only house we owned back then, so had it set as the permanent address.
- No connection to this vehicle whatsoever
Important context: I did lose my CNIC back in 2015 in Islamabad at Uni, but filed an FIR and got it reissued right away.
This makes me think someone might be using my CNIC against a vehicle registration.
My questions:
- How do I check if any vehicles are registered against my CNIC?
- What’s the proper process to report/remove a vehicle wrongly linked to my CNIC?
- Should I go through Excise, Traffic Police, or FIA Cyber Crime?
- Can this be handled from Islamabad, or do I need to go to Karachi?
If anyone has dealt with CNIC misuse or incorrect vehicle registration, I’d really appreciate any guidance on how to fix this properly.
