How did Sid Sutton(?) create this segmented, video feedback looking effect? [youtube link inside]

I'm talking about the segmented stuff coming out of Tom Baker's head. Research says maybe slit scanning, but seems to be talking just about the stars, not about the video-feedback tracer/copies looking effects. Also, what is the effect called? Thanks!
