A faction of refugees tried to raid me but no one showed up
So i had the quest where you let some refugees stay at your base and they ended up betraying and attacking me, all but one of them died in the fight and i kept her as a prisoner.
A while later i got the crashed imperial shuttle quest, and the description said that the imperials would be attacked by this refugee faction. The refugees still existed as a hostile faction because one of their members still existed in my prison, she was listed as the faction leader. I guess the game just chooses a random hostile faction to do the shuttle raid.
So after the shuttle crashed i got the usual raid alert that refugees of this faction had arrived to kill the imperials but nothing happened, no enemies showed up and then the imperials just left and the quest completed.
Just a funny thing that i didn't know could happen.
