Consider the following sentences.

a. Romeo sent his girlfriend a Valentine card.

b. Romeo sent a Valentine card to his girlfriend.

Would you say they mean exactly the same thing ? Does either of these particularly imply that his girlfriend got the card ? Does either of these particularly imply that his girlfriend might have not received the card ? If so, Why ?
