An original Japanese watercolor painting

I used to live in Japan and was really happy to find this for $10 at a thrift store here in California today. It’s not dated, but it’s signed in the bottom right corner. It says S. Takagi.

I’m not sure if this is Shino Takagi, a known mid-century wood block artist. He transitioned later in life to scenic watercolors and died in 1998.

Most Japanese artists sign their work in Japanese and also with a hanko. That this is signed in English suggests he started painting for tourists or export.

But I don’t know for sure this is his work, I would love to learn more about him or anyone else this could be attributed to. It’s beautifully done, and I love the soft brown mat that someone chose.
