Lien? Order? For felon to pay restitution?

My sibling stole money from our elderly, disabled mother and was convicted (a felony). Sibling is in prison for this crime and will be released in about six weeks. Sibling’s Spouse has filed for divorce and is going to buy Sibling out of their house so Spouse can keep it. Sibling will be coming into a lot of money right around the time of release. This may be Mom’s only opportunity to collect restitution. What can I help Mom do to have that money go towards restitution? I think I remember the ADA saying that the criminal judgment was good because the restitution order could be converted (?) to a civil order (?) or judgment?
What can I do to help my mom to hopefully see some restitution paid? Does she need an attorney or can I either help her file or file something on her behalf?
