Not sure if this is a smoker or a grill, but for $3.45 I'll figure it out

I bought this at an online estate auction last night for $3, plus a 45-cent buyer's premium. It looks like a great grill, although a bit of an odd design. It's described as "Heavy steel charcoal grill. 38x20.5 x 49 in tall not including smokestack or grill handles."

It looks to be custom made, so I am surprised the wheels are so small. Also, I can't figure out why it doesn't have a thermometer. Using it as a grill will be easy. Does anyone have any ideas on how to regulate temperature if I try to use it as a smoker?
