Well, I thought I had escaped this kind of thing when I left the US. (Caveat, I don't work at PoW so wasn't there for this event, just that it's common enough and this one is the most recent).
But EDs full of patients, and holding mentally unwell patients in hallways will continue to result in these kind of outbursts.
In the US, many if not all hospitals have either their own sworn in police (literally "ECU Health Police Department or the like), or they hire off duty cops to wear the uniform including the firearm as a form of security theatre. Different laws here but I expect the arms race to continue.
