Is parry in Bloodborne extremely clunky or am I misunderstanding something?

It seems that whenever I try to parry it's a dice roll on whether I actually get the parry or not.

Sometimes I try to parry what seems like a perfectly telegraphed attack and I do what I think was a perfectly timed parry (based on my parrying experience from DS1/2/3, Sekiro, Elden Ring and Lies of P) and the attack just goes right through and hits me. Are there unparryable attacks? When are you actually supposed to be parrying?

On the other hand sometimes I just want to shoot the enemy for damage not even trying to parry and I get a parry even though the enemy was just winding up an attack or something? I even found that with some enemies you can just keep shooting at them and you'll parry them at some point because the window is so long, seemingly extending long before and after the attack too. Several times I even got a parry after I already took damage from the attack which seems downright nonsensical. Again, when are you actually supposed to be parrying?

Don't get me wrong I'm already in Nightmare of Mensis and I'm doing just fine without parrying which I gave up on long ago due to the above issues, but I'm still curious.
