When our tulips finish blooming, we usually pull them out and plant fresh bulbs again in autumn for the strongest spring display.

Some tulips can return, but it depends on the variety, winter temperatures, climate, drainage, soil, planting depth, and whether they were grown in the ground or in pots. Darwin Hybrid tulips generally have the best chance of coming back, while botanical tulips are the closest thing to truly perennial tulips.
