President Trump recently posted on TruthSocial mentioning India as a 'hell-hole'. The real threat to India isn't found in a social media feed, but in legislature bills currently sitting in Congress.

Keep Call Centers in America Act of 2025
This is the most direct threat to India’s BPO sector. It is currently pending a committee hearing.

The Department of Labor will maintain a public list of companies that offshore more than 30% of their call volume. It also makes these company ineligible for all federal grants and guaranteed loans for five years.

HIRE Act of 2026
This Act makes offshoring mathematically illogical for most U.S. businesses through two simultaneous penalties:
The 25% Excise Tax: A flat 25% tax is levied on every "outsourcing payment" made to a foreign person or entity for services that benefit U.S. consumers.

Denial of Tax Deductions: Normally, a company like Google or JPMorgan can deduct the money they pay to an Indian IT firm as a "business expense," which lowers their taxable income. The HIRE Act bans this deduction.

The bill also includes Global Capability Centers. This means even if a U.S. company owns its own office in India, the payments sent to fund that office would still be taxed as "outsourcing."

The cost of hiring Indian talent could increase by 60%.

We are witnessing a fundamental pivot in the U.S.-India relationship. The question now is whether India is ready for a world where its biggest client is also its biggest competitor.
