Marks appearing through paint
Hi all. Painter has finished in the house about three-ish weeks ago. Wasn't 100% satisfied with the job but it was fine. Started noticing marks like this coming through the paint over the weekend. Seems to be affecting multiple rooms all finished about four weeks ago. Waiting to see if the last few rooms that were painted do the same thing this week or next... When touched they feel slightly sticky and a bit softer than the surrounding wall. They do not feel wet or cold.
Looks to me like filler flashing through maybe because paint was applied before it was dry? Have reached out to painter to get him to come back to resolve but his response has basically been "don't know what that is". Just looking for some advice on how what it could be so I can be confident in getting it resolved.
