Pikachu has quick attack which is +1 priority so he far outspeeds Kashimo

Pikachu doesn't need to build up charge for stronger electricity

Team rocket survives that electricity

If they can catch Pikachu in a net they can catch Kashimo in a net (Kashimo is weak to nets btw as shown in the second image)

Kashimo gets hardwalled by wobuffet too (he has no counter to mirror type moves)
