I have a 650 square foot deck and I got back a quote for stain removal cleaning brightening and sanding for 2500$ is that fair? This is before stain is on

This client reached out to me to have his deck cleaned he wants to re stain it he already pressure washed half of it removing the stain the other half still has it on. Do I need to pressure wash all of the stain off now? Or can I hit everything with Sodium Metasilicate and oxlic acid and he can just stain over it I’m assuming because he already pressure washed I have to do the rest now I don’t want to fur the wood
