Game version: dune imperium uprising + bloodlines (community)

I was playing with lady amber Metulli I played my ring and needed 1 more for high counsil was I allowed to get the 1 solari to then buy the high counsil.

I understand that you are not allowed to do an action to play for the action but this seems different.

What is the exact order?
