The path I'm talking about is "Approve the stabilisation plan".

The issue is that each time I go down it, both the "First Development Plans" and the "End Portuguese conditioning get locked, I complete the other focuses, and then the Iberian Economy crashes, which leads to a civil war.

The focus says, "Due to the Present State of the Iberian Economy, the drastic measures this plan proposes will almost certainly backfire".

So, what state does the economy have to be in?
