Lateral only - Where does it say no salary increase?

When they announced the new lateral only hiring policy, I recall being told that if you decided to move to a new (lateral) position, you would stay at the same rate of pay. Did I imagine this? Previously, when I've moved to new positions within my Band, I always saw a bump of about 8%. I read through the FAQs about the hiring freeze. It just says we have to remain in our salary range, nothing about increases.
Has anyone taken a laterally restricted role and successfully negotiated a bump?

Some of my colleagues in different ministries have received their letters confirming that their position is eligible for a performance based in-range compensation adjustment. This is the 2.5%, retro to July 2025.

It's been crickets over here. Haven't heard anything and I haven't seen any communication about it corporately. The other excluded managers on my team also haven't seen anything. So, who has letters and who doesn't?
