Need help with RTX 3060 Ti

I really need some advice. I couldn't find anything about this on Google. Is there an alternative to Palit Thundermaster for Linux? For example, when I play on Linux even with a 165 FPS cap (my native refresh rate), the GPU gets very hot, so I have to set the power limit to 150 instead of stock 200. But on Linux, my FPS is already 20–30% lower in almost all games than on Windows, even though I use Steam launch options along with Gamescope and stock power limit. In Overwatch, CS2, and so on, input lag and FPS are very important. On Windows in Overwatch, I get 400 FPS in the shooting range on medium graphics settings. On Linux, it’s ~300 on low settings. In Thundermaster, you can set a maximum GPU temperature that it won’t exceed, and performance barely drops, and it actually works. I just want to get good results. I’m currently using CoolerControl, but it can’t handle it, it has no option to limit the temperature. Even with the 165 FPS cap, the GPU gets hot, and I have to set the fan speed to 100% at 80°C. But I don’t want my computer to sound like a jet plane. On Windows, I don’t even have to set an FPS cap in games thanks to Thundermaster. But on Linux, this is a big problem.
