Minor collision, do I need to report it? Other driver refused to share his info
I got into a minor fender bender this morning. I took pictures and gave my license to the other driver, he took a picture of it and I pulled up insurance. I asked him for his license and insurance and he then refused to take my insurance and said he would delete my license (he didnt). He said he did not want to go through insurance and have his premium go up and he will cover his own damage to his car. I explained to him that I’m fine with that, but we need to exchange info and that its for his own protection regardless. I asked for his name and number and refused to give it and said he will cover his own damages and wont report it.
Should I report this to collision, even though I dont want to make a claim to my insurance? I do have a picture of his mini van/plate.

Thank you everyone for your replies so far. A few things:
- I’m not sure about who is at fault. What threw me off was him refusing to give his license and insurance when I offered him mine, even if it wasnt going to be reported.
- For more context, I was pulling onto the right curb ahead of him to park in front of him, when he decided to move forward, his front left bumper hit my passenger doors. I was already at a slight right angle when he decided to move.
