It has come to my attention that Scorpio au Votum, the Archgovernor of Mercury, was a member of House Mars and was present at the Mars Institute when the Houses were elected in book one. He was likely one of House Mars's highest-ranking recruters as Archgovernor of the core planet. Darrow, of course, was elected first, giving him considerable political advantage early in the game. It's possible that Scorpio himself voted for Darrow, only to be condemned to death by him 15 years later for a century of rape, murder, and enslavement of his own people. I wonder if he thought about that moment at the Mars Institute as he died.
