Looking at the Cellmapper map of the National Mall I see quite the amount of towers on the National Mall all marked "macro".

But when I am on the Mall itself during a crowded event, I can barely get anything through, consistent with local news articles about not getting cell service. I don't understand why, if the news article is true, Cellmapper shows a ton of towers right on the mall.

What gives here? Are those in fact temporary cell towers (CoW) and just weren't deployed?

I'm trying to understand if I need to bring Starlink to future events or if it's a one-time thing or something else.
