Could it happen this year? Maybe not. But if things improve for the GOP agenda somehow by November, then a 2022-style environment would absolutely be enough for this scenario to be realized.

It should also be noted that we'll see more mid-decade redistricting after 2026 and in the leadup to 2028. If Democrats fall short in 2028, then that's another opportunity to see this again.
