Is it eczema? Doctor didn't seem to listen

For the past 5 or 6 years, I've had these dry, itchy patches on both shins that would not go away. I tried lotion and gold bond, but no dice. Over the years it's spread to my scalp, and recently it's on the nape of my neck and even a small patch on my lower eyelid.
I went to the doctor recently (I finally got actually usable health insurance as an adult), and they sort of dismissed my concerns about eczema because eczema is usually on the backs of knees and inside elbows. What do you think? Is it eczema, and if so, what should I do to treat it?

What is the worst thing you’ve had to do for a class in law school?

Not like cheating or carnal acts. For me so far (I’m at the end of my 1L year), it’s my Con Law final. My professor is not letting us bring anything in, and the exam is us writing out a rule can for the entire semester and then applying it to a fact pattern.
He’s got us memorizing 8-12 pages of rules, depending on your personal ratio of succinct writing to paranoia.
Is this normal?
Does anyone have anything worse so I can feel better?
