Use of quotations from books - consent and licence fees

I had an idea for an anthology of quotes on a certain topic from existing books written by other people, most of whom are either still alive or died within the last 70 years.

I understand that consent to the use of such quotes will be required and that the copyright holders or their publishers often charge a fee. I would like to get an idea of the kind of fee charged in these circumstances.

The quotes would be no more than three or four sentences, if that; one quote per book, and none of them would give away the substance of the book concerned.

Any guidance would be appreciated.
