A circular dated March 19 required the collection of Form 12D by March 20 and the submission of compiled details at respective Collectorates by March 22 — both of which fell on holidays — making meaningful compliance practically difficult and raising questions about the arbitrary nature of the directions.

> Brittas drew attention to Section 135B of the Representation of the People Act, 1951, which mandates the grant of a paid holiday on polling day to enable employees to exercise their franchise. He noted that even in cases where certain services are classified as essential, established administrative practice has consistently been to maintain only minimal operations on polling day, without depriving employees of the opportunity to vote in person.

> The MP pointed out that postal employees in several other states going to polls in the same cycle, including Assam, are being granted polling day holiday in line with statutory provisions. He also noted that in previous Assembly elections in Keralam, postal establishments had observed polling day holiday subject only to limited essential arrangements. The present deviation, he argued, represents an inconsistent application of the law and an avoidable curtailment of the democratic rights of a significant section of government employees.

> Minister V Sivankutty has welcomed Prime Minister Narendra Modi to what he described as a "developed Nemom" ahead of the Prime Minister's visit to Kerala, while also demanding an explanation on the Centre's failure to release Rs 1,500 crore in pending dues owed to the Samagra Shiksha Kerala (SSK).

"This money is meant as assistance for children from poor and marginalised communities. It is the state of Kerala that is currently bearing the salary burden of nearly 7,000 teaching and non-teaching staff employed under SSK," Sivankutty wrote, urging the Prime Minister to respond.
