Ultimatums feels like logic is different or some weird scaler or something, getting frustrated with 3 province minor rejecting my 200k army need to know what's going on

Do ultimatums work differently in DE?
I haven't done much testing but it feels like after forming union(s) ultimatums get rejected outright no matter how big your army is or how small the opposing nation is.
