If you were a freedom-loving human being and you wanted to decrease the chances of your plate being accurately read by the plethora of spycams on many streets, what do you think would be be effective (but not -too effective, i.e. getting pulled over b/c Johnny Law couldn't read it)? Let's rule out the "hitch-mounted bike rack" trick for this experiment...
