Running into an issue here.

I’ve completed sixteen out of seventeen cyberpsycho missions. I know I haven’t been here because I did all sixteen in a row and I was saving the desert for last (pun not intended). I am in the exact spot where it should be, right by the set of three billboards. Nothing. The only thing I got was close by on the way here there was a random encounter of two people driving a big truck being chased by a bunch of smaller cars. I’m a bit of a completionist and this is bumming me out. Any ideas on why it isn’t loading in? Is it tied to story progression or something? Thank y’all in advance.
