Went to Santa Barbara artist a few years back and there was an artist with a shop who made art that looked like rows of highlighter lines. Please help

Earlier I was in Coachella and saw a plane with a red banner flying over thermal but I couldn’t read it. Now it’s all the way in Cat city but I still can’t read it. Anyone get the chance to read it??
