If anyone here scans or designs custom Steelbook art, this is a free web tool that combines your front, spine, and back images into a single full cover. It has a Steelbook preset that auto-sizes everything to the correct 138×172mm cover and 14mm spine dimensions.

Runs in your browser, images never leave your device. There's also a visual drag-and-drop batch mode if you've got multiple covers to do just drop all your images into a pool and drag them into slots.

Let me know if the Steelbook dimensions need tweaking.I based them on the standard format but I know there are some variations out there. Happy to adjust.

Quick tool I made. You drop in front, back, and spine images, pick the Blu-ray preset, and download a print-ready full cover.

Originally built it for game collecting but added Blu-ray and DVD presets since the workflow is identical. The Blu-ray preset uses the correct 128×148mm cover and 12mm spine dimensions.
