I'm in the states and have been wanting a 3" forced rotation polisher to come about in forever and obviously there really isn't anything of the sorts anywhere, but I did find one online.
It's manufactured by a company called Kers (Kers Mini EXS) and is distributed by a company called MS Distributors LLC in Puerto Rico. I was skeptical ordering it because it was about $350 US and never ordered from there before but it did arrive in about 2 weeks and it works absolutely fabulous except for I had to change the power cord to it because it was very stiff and started cracking within two weeks of owning it. I replaced it with a much more flexible one and it's been working perfectly ever since. Did come with a travel bag, extra motor brushes and they did throw in a extra backing plate as well.
I highly recommend for anyone looking to get their hands on a corded 3" forced rotation polisher for them tight spots!
