There’s a college near my residence, and students regularly smoke in and around the area (roads, corners). This affects residents due to passive smoking and general nuisance.
As per Indian law (COTPA), smoking in public places and near educational institutions is restricted. But there seems to be zero enforcement here.
Has anyone dealt with a similar issue ?
Which authority actually takes action? Police / BBMP / college?

Any effective way to escalate this without it being ignored?

Looking for practical advice before filing a complaint.
