Do some people's bodies convert excess glucose to fats more readily than others?

I wasn't sure exactly which subreddit to post this question in and I'm not sure if this is some pseudo science being circulated but I'd like to know if some people's genetics cause their body to gain weight more easily from eating carbs compared to others (sorry if the title was a bit vague). I've heard it more anecdotally where some people will swear by chicken and rice when they are trying to lose weight and not lose much muscle in the gym, but I also hear some people saying from their experience that they could not lose weight until they cut out certain carbs like rice or pasta. Is there any scientific explanation? I'm mostly wondering because I've had rice as a staple in my meals and I've been overweight for almost my entire life, so I'm wondering if it's just coincidence or if there's actual reason to it.
