This guy had some insect wings on back and I checked and it's called "Cloak of delving secrets", but when I look for it on the Appearance tab it looks like a completely different cloak?

Is there any way to get Hero Gear reliably besides from the Void Event? Nobody accepts under 260ilvl in heroic raids or M+6 dungeons and then there's bountiful delves, but the Trovehunter maps seem to only drop Hero trinkets and idk what the drop rate is on T11 delves
Most of my Hero gear is from the new void event, the Hero trinkets from the trovehunter maps and one from a heroic raid which I somehow got lucky to join. What other way to upgrade to Heroic gear is there other than spamming invite on all parties until somebody accepts you? Is bountiful delve T11 good at dropping Hero gear? I haven't done more than T10 yet
